It does read "the right of the PEOPLE." The lawyers would be better off arguing that the Constitution does not apply in DC because that document gives Congress the right to make the laws there. They might be able to convince a judge that the amendment does not apply in DC because of this part of the Constitution but the idea that it does not apply to individuals is just stupid.
