Presidents do not have the power to do that. You know that, don't you? Besides, this is only one of several proclamations suggesting a day of thanksgiving--also known as days of fasting and humiliation--that Lincoln issued, all of them related directly to his war. Presidents since Washington had done that, state governors still do, and royal governors and other heads of state have done this across Christendom since time immemorial.
