In the aftermath of the terrorists attacks in Mumbai, India, the attempts to identify who has been behind these attacks continues. The one terrorist that was captured, rather than killed, has implicated Pakistani groups. As can be expected, this has increased already tense relations between Pakistan and India.
When Condoleezza Rice visited India and Pakistan following the Mumbai terror attacks, she called on Pakistan to ban the Jamaat-ud-Dawa, the front organization for Lashkar-e-Taiba, the group widely believed to be behind the attacks. She also called on them to take action against Hafiz Mohammed Saeed who heads up the organization.
Pakistani officials have been reluctant to move against Jamaat-ud-Dawa (JUD). It is a powerful political organization that has ramped up accusations that they are being unfairly targeted. They even offered a tour of their facilities yesterday.
The organizers of a media tour Thursday said this was the educational and charitable arm of Jamaat ud Dawa, or JUD, an Islamic group that’s legal in Pakistan. In fact, the campus was created by Lashkar-e-Taiba, an Islamic extremist group that’s reputedly has ties to al-Qaida and was banned by Pakistan at American behest in 2002.
Even while they are waging this public relations campaign, they continue to condemn the United States, Israel and India as “existential enemies of Islam”.
Jawa Report has information that Lashkar-e-Toiba is using websites hosted in the United States. We have known that Jamaat ud Dawa has run websites in the U.S. for a while, even though it has been deemed a terrorist organization by the U.S. State Department.
Acting under the authority of Section 1(b) of Executive Order 13224 of September 23, 2001, as amended, and in consultation with the Secretary of the Treasury, the Attorney General, and the Secretary of Homeland Security, I hereby determine that Lashkar-e-Tayyiba uses or has used the following aliases in addition to those listed above: Jamaat-ud-Dawa, JUD, Jama’at al-Dawa, Jamaat ud-Daawa, Jamaat ul-Dawah, Jamaat-ul-Dawa, Jama’at-i-Dawat, Jamaiat-ud-Dawa, Jama’at-ud-Da’awah, Jama’at-ud-Da’awa, Jamaati-ud-Dawa, and Idara Khidmat-e-Khalq.
I hereby amend the designation of Lashkar-e-Tayyiba (and its aliases) to add the following names as aliases together with any transliterations of these names: Jamaat-ud-Dawa, aka JUD, aka Jama’at al-Dawa, aka Jamaat ud-Daawa, aka Jamaat ul-Dawah, aka Jamaat-ul-Dawa, aka Jama’at-i-Dawat, aka Jamaiat-ud-Dawa, aka Jama’at-ud-Da’awah, aka Jama’at-ud-Da’awa, aka Jamaati-ud-Dawa, aka Idara Khidmat-e-Khalq.

It seems apparent that part of the purpose of these recent terrorist attacks in India is to create tension between Pakistan and India. Creating chaos and friction serves their purposes and if they can facilitate getting a war started between the two nuclear nations, that would be a great result for them.
